제목 Organ Procurement Organization Structure and Function in Mongolia

초록 Objectives: Since 2018, the department works as an Organ Procurement Organization (OPO) in Mongolia. Donor hospitals have a brain death determination team and the facilities required for donor management and the recovery of organs for transplantation. Currently, all donor hospitals are government-run and managed by the Ministry of Health. The OPO has six staff members and practices the following functions. The donor registration form can be filled out online. The OPO ensures that hospital staff are informed of the legal and clinical aspects of donation, and the BDD team refers potential donors to the OPO. The OPO has the right to review the potential donor charts, seek family authorization, allocate organs (kidney, liver), and participate in organ recovery surgeries within donor or transplant hospitals. For the family authorization, OPO staff must get written consent from three family members. Placing organs with listed recipients from the common database along with transplant team members. OPO ensures that recovery procedures are properly documented and that all donor-related documents are attached to recovered organs and tissues. For public education, OPO organizes a Donate Life event to provide donor families with the emotional support of sharing experiences, and recipients share their personal stories with others. Methods: From 2018 to date, 251 possible donors have been detected. A total of 61 (100%) meetings were held with possible donor families. 28 (45.9%) families agreed and 33 (54.1%) families refused. Of the 25 consent donors, 33 recipients received a kidney, and 22 liver transplants were performed, saving 55 people’s lives. Results: For the last 5 years donor hospitals numbers increased 3 to 16. Conclusions: In 2023, for the necessary growth of the OPO functions, the working committee developed the Organ Transplant Act and submitted it to Parliament in order to take the next step in this field of the healthcare system.
